So I think its correct that the Gortash antagonistic switch doesn't allow you to reload into the Lower City. I would test trying to load all the way back to not initiating the Gortash antagonist switch which would either be Steelwatch or potentially Felogyr Fireworks shop (also unalived everyone there before going to Steelwatch Foundry).for me it doesn't , i found felogyr on my own before arfur told me about it so when i found arfur i had the practically the option to tell him i know about felogyr, accept bribe, send to jail, kill him. i cant take the bribe or will break my paladin oath, if i send him to jail i cant find him there, and killing him he still wont give the needed passphrase , just that they need the steel watch ...
